I always had a problem with Camo Cactus because her zoom was simply TOO MUCH! You aimed incredibly slowly, not to mention the large delay in between shots and high recoil.
She's just as clunky as she was in the last game - slow reload, slowish RoF, slow zoom, etc. I heard she was OP at one point, but that was patched out before I started playing - if she was at all.
I've seen her get used a few times, and she seemed a little more manageable when I gave her a shot for a game or two. But there are better variants to use for most situations.
If she is going to get buffed - start by decreasing the zoom speed and the time it takes to reload.
