After zooming, the pointer speed is just too slow, please revert back to gw1 physics. And why the hell did you reduce the damage to 60 for headshot AGAIN? In gw1 it was 88 and then got reduced to 66...

The Camo Cactus only did 66 damage after getting the upgrade. It will do the same in this game once you unlock the damage upgrade.
All characters are in their "before upgrade" status from the first game, like how they would play if you were to first play them after unlocking them.

Chomper still get there updated health though.
No, Chomper was buffed after the Beta, he can still get another health upgrade later.
