Can players create new characters that can be added to GW2?

I have an idea for a new character that i just made up myself and i wish i could make it come to life but what do i have to do to make it happen and will EA and PopCap approve of the character? My N...

These seem a little too op, also if you want to add characters ask the PVZ2 developers or EA.
