Can you only obtain the "new" character classes secondary ability through Rux?

I suspect that the developers are "holding" certain specific things back as reward options for special events like the Community Challenges but I have not heard anything about certain items being exclusive to Rux- he certainly will only offer you thing which you don't already have so literally any sticker in the game which you don't already own can appear in his briefcase for a price. I do think that the developers can arrange for Rux to offer certain specific things along with the typical randomly determined selections but I wouldn't think that he would be the sole source for certain items.
But can you obtain the few secondary abilites that exist for the latest character classes through Rux? or are they obtainable through pack opening as well? (Talking about "Arcane Lotus", "Looty Booty Barrel Blast (Don't know if it exists yet)", "Mood shield (Don't know if it exists yet)", "Bigger Better Butter", "Super Guided Ultra Ball")
A good question! They ought to be unlock able at a low drop rate via FF packs - it doesn't seem right to have abilities that can only be procured for a few days in a month, and at such high cost. I made sure to save up for arcane lotus, mostly just to have it. I haven't found it to be terribly useful.
I think the deluxe upgrade is the only way to get BBB.

I doubt you can considering the devs already answered a question about Rux reselling the old abilities that people missed out on. As it currently stands if you don't buy them when he has them then you'll have to wait up to a month for another chance to get them so check the events calendar to see when he's coming so you'll know to save at least 500K coins. He seems to always have at least 1 item that's available to every player while everything else is random so people will probably be waiting for awhile to get the power-ups if they missed them
It's more complicated than that. So far, the abilities Rux has offered have been only bling potato mine, super guided ball, and arcane lotus. One of those is for cactus, not a new character. Also, the bling mine is only cosmetically different, unlike the others. Like I said, you posed a good question. The sticker packs offerings have gotten hopelessly complex, you hardly know what pack might get you what items anymore. I wonder if some of the new abilities might at some point be obtainable from the character "fun packs" that are offered with the hero showcases. So far, I think they have been Rux exclusives.
