His rate is fire is too slow for his splash or DOT to be game breaking. He also is weak against snipers and long range targets that are not below him.
Pretty sure his rate of fire is the exact same as the regular pea shooter.
And he is far from weak to snipers, as you can just shoot shots in their general direction while in too much cover for them to attack you, and you'll slowly widdle them down with absolutely no potential of counterplay.
