No, Toxic Pea is fine. It falls in the same category as the Zoologist, Park Ranger and BBQ Corn. They are stupidly easy to use, as they require neither brainpower nor incredible aiming skills, but they are increadibly limited when fighting competent players that actually know what they are doing. It's just the stoopid players that can't counter them, but they usually are a whiny bunch of idiots that want everything that kills them nerfed into the ground. And getting boasts as a character doesn't prove anything. I get kill and streak boasts every game if I play with the Camo Cactus or Tank Commander, but that doesn't make them OP, it just means that these characters fit my prefered playstyle and I do well with them.

I want to mention that it's quite literally impossible to dodge something with such a stupidly large AOE. Countering him has absolutely nothing to do with skill, this is the worst argument i've heard in ages.And I specifically said "10 FPS". If that's not a handicap then I don't know what is.
