I'm having the exact same issue. A fix would be nice. Feels not great to have a game installed and being unable to play.
This said, it may be more of a PlayStation plus issue, since the other monthly game has the same issue.

Hey all, you are correct that this is in fact a PSN-related issue rather than a game issue.
Can you ensure that the account you are logged in on is the one that owns the game and the account with the active PS+ membership is set as the system primary?
Restoring licenses can also help: https://www.playstation.com/en-us/support/games/restore-licences-playstation/If nothing works then, please speak with PSN support who will be able to advise you further.
