Character Balancing & TTK Update

I think these changes are responding to complaints from Garden Warfare fans, where teamwork is run over by characters with low TTK.

What I have liked most about BFN is the need for teamwork. With such changes I am afraid that it will end.

I still have a question if Damage Drop Off will be added for all characters. I think it's very important for this low TTK.
