The 6 legendary party variants can only be gotten from infinity time not with coins.
The other 3 legendarys are not unlocked with the character unlock pack you have to find the stickers in the 15000 or 35000 ones.
I was wondering about this too. So I can still unlock 3 Legendary characters from the 35K packs? (Amazing Brainz, Fertilizer Fun and Wondrous Pack).
