Because they aren't tanks, believe you can best describe the class as a melee assassin, great for killing others by made of paper.
You know the funny thing is that when I played as him in GW1 I was like "what the hell is his specially power???" I looked it up and it said that he gained health more quickly. To this day I do not notice the difference in GW1 NOR GW2. To me he is just a green chomper xD

i think when you play him he should be blurting out the swamp thing song but redone to chomp thing lyrics wise
