It's not a glitch unfortunately...they really need to change it so that once you've gotten all the customization items it'll grant you the remaining legendary items you need before giving you nothing but consumables. The first game did this so i don't understand why they have to make legendary stickers so hard to get due to RNG.
The only thing you can do for now is just keep trying to buy the sticker packs until the game wants to give you the sticker packs you are missing until the devs decide to either raise the legendary drop rates depending on the amount of cosmetics you have or fix it so that you'll be able to get the remaining legendary pieces you need once you've unlocked all the other cosmetic items.
Not gonna lie had i known it would have been like this i would have done and abused the coin glitch back then before it got fixed lol
Try the 15k Extraordinary packs. My friend got a piece of him in there.
RNG is RNG though. However at least you have more chances than the 35k packs.
