Somehow I have the Koala Hat for Rose. Definitely is the RNG when having all the customization stickers doesn't increase the odds to obtain a Legendary.

I've gotten one piece of the Iron Citron and the Legendary hat for the Engineer from the 15k packs. Maybe your chances are higher in the 35k packs but I don't know. You get more stickers in them, but you can buy twice as many 15k packs sooo...more chances or more stickers, choice is yours.
