No, Gary Clay via Twitter said the new packs will only contain Zombopolis Content, no previous content.

Thanks for the clarification.  That's really too bad, but I'm not surprised at this point.  The collecting aspect of the game seems to be designed where the main goal is to draw it out as long as possible.
