Yeah, he's super unbalanced. I've never found him hard to use, either. They need to take his extra health and give it to someone deserving, like Kernel Corn. He's great at close, medium, AND long range, which is just ridiculous. Even the most unbalanced characters usually have 1-2 hard counters. This guy really doesn't. His only "Weakness" is that he becomes an incredibly shootable target when using Rocket Ride.
Never found him unbalanced in team vanquish...rocket ride is annoying but I think he's in a good spot. I don't main him or any character but have maxed him so played with him quite a bit. I don't play turf so I can't speak to that.
