Error unable to join a session. check your network connection & try again

The ability to get into chosen game modes is really inconsistent.  I can't find any logic as to time of day or anything else.  Extremely frustrating.

Have done the cache clear/title file delete as Basti had suggested, didn't solve the issue after redownloading the 18mb title file.
