The movement penalty associated with the Charged Shot both slows you down and prevents jumping on purpose. As stated before it's part of the balancing due to giving you a high damage shot which homes in on your target; you get the shot at the cost of some of your movement and a couple of seconds of charging time.
It'd be a little unreasonable to have a character zipping around at full movement tossing off Fireballs which home in on you doing 50 points of damage plus burn and splash or who kept jumping up to fire that shot from behind the safety of a wall across the battlefield from you.
If you don't like the way it works then just ignore the Charged Shot or save it for the circumstances where it works for you- otherwise adapt your play style. You'll find that you can't play every character class, or even every variant in that class, exactly the same way or with the same tactics; you need to be able to change how you play for many of them or you won't have an enjoyable experience.

I dont mind the slow movement. But I wish we could jump 🙂

The problem with her not being able to jump is the messy collision on the terrain. Just like it messes with Brainz combos, it also messes with her charged movement. There are plenty of spots where you will get stuck on some arbitrary obstacle that she would simply fly over if she would actually glide like the animation depicts. But since she is just walking on the floor like every other character, inclusive the burrow animation from the Chomper, the forced walk while charged removes even more of her mobility due to the lazy job on collision in this game.
It's completely reasonable that she is slower, but to overcome the uneven terrain Popcap either has to redo the entire walking physics or give everyone a chance to adapt. In this case allow her to jump.
She already got buffed a bit because her early charged state was way too punishing. But now we still have this problem with a gliding character that cannot glide over tiny elevations.

I haven't encountered the terrain collisions which you describe with Rose but that's probably because I don't try to carry a charged shot for a very long distance- I am however very familiar with it due to the heavy interference the terrain inflicts on the Unicorn Chompers Rainbow Warp ability.
