Pretty sure what happened is that the damage drop of brought the damage down to 49.8 or something and the game displayed it 50 damage on screen. Most shooters with damage drop of at distance works this way.

he's point blank, why would there be drop off....

Looked at it again. He is not what I consider point blank. Quite possible damage drop of started at that range.
What are you suggesting? That Imps can't be one shot? They can by lots of things.
I've never had this problem when using Frost Rose. Her charged shot does 50 and kills imp instantly.

I looked at the video a few times.
Not sure why if it says 50 damage you only got him to 49, but that's not point blank range.

This is simple really. Game always displays damage as a whole number, example '3'. But behind the scenes the real damage dealt almost always an integer of a number, example '3.42'. The displayed damage values are always rounded up or down to closest whole number.
