The 100% packet loss isn't something to worry about, it just means that node didn't respond. As long as you have subsequent hops with 0% loss then the connection test looks good.
If you play in Windowed and monitor performance as you play, can you identify any bottlenecks when issues come up?
I can try running in windowed mode and monitor performance. What program do I need to run alongside the game to see where the bottlenecks are when it freezes?
FWIW the other day I did try the Unyielding Gnight gnome boss with someone on my friends list, and the game did a hard freeze for both of us at the exact same time. We both had to end via task manager.
If it was an issue on my system only then technically he should have still been in the game and I could have rejoined his session. But since it froze for both of us I think it's an issue with the game still? Going to see if I can attempt with another friend or two at the same time.
This is very frustrating.

Yep those specs look fine. There are some newer drivers available for your graphics card, but they wouldn't be critical, what you have are fine for now.
That it's crashing for both of you is interesting. It's possible a crash on your side could lead to some bad info going to his instance of the game, but that'd be pretty unusual.
As for monitoring, you can try by using the Task Manager's Performance tab and the Resource Monitor. There are far more advanced tools out there, but for some quick checking these will suffice. You can open the Task Manager by pressing Ctrl, Shift and Esc simultaneously, and you can open the Resource Monitor from within the Performance tab.
I do wonder if there's some strange conflict of effects going on. Can you take any customisations off your character and see if that has any impact? If the crash disappears, I'd be very interested in what customizations were active.
