Did the gnome finder battle for three bulbs how often does it come up? I’ve only seen it once.

what exactly is this? I saw the gnome finder today and it was filled up more than the other day. Do we go around the park looking for gnomes? TIA
@BlixGoblin I don't know either. I had the gnome finder but I didn't find anything in Giddy Park.
