I dunnos for legendary variant as I didn't unlocked any yet,and they're seem to meant to be...Well...Rare (and I kinda want that iron citron) but any another variant are actually unlocked fairly easily by just buying sticker pack.
Bad rng happen too. I wanted pylon imp after trying him in the character showcase during EA access and he ended being one of the last few variant I ended up unlocking.
