Should I be buying other legendary items like HATS from RUX to increase my chance of legendary character slickers in packs? Or am I better off just spending the 500k on packs? What’s the best approach?

Opinions are divided and some people have better luck with the RNG than others. But I think that both the legendary hats and character stickers from rux are a good deal. One can easily spend 1M on packs without getting any legendary stickers.

Note also that some of the hats are exclusive to rux (including I believe the super brainz hat offered this week) and cannot be gotten from packs.
