I have been having trouble getting any legendary i have tried infinite but I am really bad at it. i also tried opening packs but that didn't work either. i was wondering if anyone wanted to add me as a friend on origin so they could help me get it. For legendary character:
1. You can buy from Rux for 1 million/piece when he sell it (every 3-4 months). Check calendar. He will show up tomorrow (7/6).
2. Sticker pack. The rate depends where you're on collections (x / 8000). The more collections you've the better chance you get legendary character.
You can buy with 20% discount rate when there's special event (valentine, 4th of July)
3. Birthday pack (once a year only or really special event) : It has extra item with higher probability. I got 2 legendary pieces from PVZ2 birthday few months ago.
For Party character:
1. infinity time ( > 25,000 shards, 45 min -1 hour of play)
2. infinity pack (200K) when being sold. Only 3 items and chances is small. You might to spend 3-4 millions before start getting them.
3. buy it for $10 (2 character) when pop cap sell it.
Since I hate Infinity time, I simply buy it (6 characters) = $30. One more pair to go.
I've all characters except super brains party and corn party. I might consider option 2 when I've the millions coins to spend.
For Frontline fighters :
1. Frontline packs. You will get rose and pirate first in the first 3-5 million coins.
Scallywag and Commando corn will need another 10-15 million coins.
2. Buy it from Gamestop for $10.

The process of earning Legendary Characters is not as simple as you might think. It takes a lot of patience, and a lot of time and effort to earn one.
I've already talked about this in a thread detailing everything about how to earn Legendary Characters and Items. Follow this link to learn more:
if you are after party characters using what @asukojo called option 1 where you get/find some friends and crack down at least 25000 time shards to get a really high chance of a party character piece. then for the characters in packs, just try your best, even getting a legendary hat fill you with hope, when the music plays all grand.
