Hit a snag quest is bugged

Running into problem with Hit-a-Snag quest. After completing the second phase of the quest, succeding in fighting of attacks inside the shark and when talking to Ol Deadbeard to get the third phase of the quest he says my quest book has too many Active quests- which is not true.

i cannot proceed. Please help and adress this issue.
