How do u open up the town hall doors permantly

Please tell me how to open the town hall doors because I have done all the plant badges, all the zombie badges, found all the knombs, snow globes and fish and it still won't open! Please can u help m...

It opens when there is mystery portal

    Town Hall opens its doors during the Mystery Portal events which occur starting on Thursdays and running through Sunday on any week that does not feature a Community Challenge.
