I am under the impression that in fact it is both the reset of challenges and the multiplier. The idea being that you do the challenges to boost your xp mulitplier, you benefit from it for a few days and then it resets. A good way to make the challenges worthwhile and also to keep them relevant so you come back to do them again.

The timer on the board is when the new challenges appear for you to unlock.
I also don't see any connection between quests reset and multiplier decrease. Why are we facing situation that when we did pretty all quests at the first day and then next day we have decreased multiplier without chance to increase it? Pretty strange and broken for me.

That's interesting and good to now. I've been at 2xp since I completed the first quests at launch; I guess my XP's never gone down because I just keep doing challenges.

Your multiplier will drop by a milestone for every 24 hours you have not logged in.
Example:
Today you log in at 9am, and log out at 10am.
Tomorrow you log in at 11am, your multiplier would have dropped by .25
