How to enable voice chat?

I see that voice chat is always enabled, but I don't see any options related to it in the menu and when I am in game, I don't hear anyone but I DO hear all game audio. Thing is, I see the signals coming from the speaker icons so I can tell people are speaking but no way to hear them or adjust the chat volume (if there is even such a thing which from forum I gather not). Not sure if people can hear me, since I can't hear them to get an answer. Any ideas why I can't hear anyone (not on mute either).

    I hear player first the first 2min or so then I won't be able to. This happens every time I play and to my son console too

    Do you just have one headset and controller?  That would be my first guess is something is defective with one or the other.

    If other games work.  I think you can invite people to a party and test it that way.... I'd say it's not the hardware if that works.

    Yes it works on other games party and game chat. And I have 2 consoles and it does the same thing on this game PvZ
