How to get "Delivery Badge??

It might be something to do with the town hall since they added stuff inside it. It now looks like construction is happening inside it. I'm guessing that you need to find a item then talk to the first mission character since the arrow doesn't disappear when you talk to them.
- Next to the plant and zombie bases there are fast food restaurants. Use five stars at the drive though and do the quests.
