We figured it out, you can't use local accounts. Each of the players needs to create one of the free playstation accounts, no need for a PS plus subscription. Then it will ask to also set up an ea account when you first log into pvz. You can't initiate the game from the free account though unless you trick it a bit. The fist player with the ps plus account needs to initially start the game.
Strange. I'm able to start the game from my account, or my daughter's, which is a sub account.
We also got this to work on an Xbox One after a week of disappointment thinking it would not work. At first Multiplayer had a red X through it when in split screen mode. But all it took was 2nd player logging on with FREE Microsoft account instead of being a guest. Once 2nd profile was created using the MS account we have been online gaming split screen ever since!
There is not a lot of info on how to do this and LOADS of posts saying online split screen does not work, but it does. Not sure if it was added after the fact and not in initial release but for sure it works now. :-)

Online split screen came with the latest DLC, you didn't miss anything!

does it work for PC? I know ive seen a whole lot of people saying there is no split screen for pc but in the patch notes of the game they state that they added it?

How can I get online split screen working on my PS4? I already tried to get my sons account to work but I couldn't make him a child account. I then made an account for my wife and got to the point where you can select online multiplayer for in-game. As I click it I get a screen to buy PSN+ for her. I have PSN+ on my own account already and she is a family member in settings. Shouldn't that be enough?

It should be. I think you have date with Sony customer service! I've never dealt with them, so I don't know what to tell you to expect.
