I cant promote any characters and some over max level

When i go to the area to promote plants or zombies their pots are missing and when i try to promote them it says "promoted to specialist" but then doesn't do anything. Also some of my characters that were previously promoted are now over level 10, For example my Iron citron is level 46 and my hot rod chomper is level 35 (this effects every character in game that was promoted not just the ones i listed).

I play on PC, GW2, and the account name is "ACS_TreeMen".
