i suggest: max 2 legendary cards in a deck
because some times broken cards (legendary), have 4 copies?? its insane, propuse max 2 legendary cards max for each deck to equilibrate the game

It basically sounds like you're mad and don't like losing to more developed decks.
this was something that Magic used to do after cards became OP ( in like '94) - i could see them doing something similar for this game eventually.
