You, and everyone else too! She could be good if they gave her a bigger clip and if, what everyone is clamoring for, shared vanqushies helped fill the meter.
Like many of the other party characters, she's still fun to use in ops. I'm not sure what you mean about being resurrected. Do you mean if they made her a more viable character by buffing her?

All the party characters need some love but as @pandareno1999 points out the Party Rose's clip size is woefully small. Allowing shared vanquishes to count for the meter would go a long way to making all the party characters more viable in multiplayers matches too.
Also as Pandareno points out, the party characters are pretty solid in ops thanks to so many AIs to vanquish.

Party Rose is a joke. While Party Corn and Citron can carry their own weight, she is just close to useless. 8 damage and 18 shots doesn't do anything; barely helps in Ops.
It's as if Popcap wanted to give us all a good laugh while regular Rose simply deals triple the amount of damage before she has to reload.
If anything Party Rose needs a damage and her clip size has to be increased.
Lets put this into numbers:
Regular Rose: 10 damage x 30 shots = 300 damage per clip max
Party Rose: 8 damage (12 buffed) x 18 shots = 144 (216 buffed) damage per clip max
So even with her party mode active she still deals less damage. And since half of her shots will miss anyways nothing will be defeated before she has to reload.
9 (12) x 30 would be acceptable.
And all of that doesn't even take into account the problems of party meter.

Party character is the last character to get (after infinity times and a lot of infinity sticker packs that cost million of coins), so they're designed for the advanced player who almost mastered the other character variant.
So popcap make party character under power, then you've to show your advanced skill/experience and collecting strikes (you able to kill by yourself(not shared) and survive with that low capability). You need to adjust your strategy accordingly for attack and surviving.
After you able to prove it, it's time for "party" where the character becomes over performance and you can start wrecks the enemies.
Note:
I would like to agree with "shared" kill should get 50% of kill points on the meter, that would make things fairer.
