Well...i will eventually have all that I can get in that stickerpack...so shouldnt he be popping up by then? Or will the pack be filled with just pots and plants?
It seems like consumables do sometimes keep popping in even though you have lots of stickers left to get. I've got only around a half full sticker book, but I got the characters eventually. It just takes patience and tons on coins. I think it can smell your despair. I felt like I had better luck with the 40K packs than the 35, but that could just be luck of the draw.

Perhaps, but i don't think so. Having most or all the stickers won't increase the drop rate of a legendary in my opinion, you'll just get more consumables. The tiny chance of a legendary remains the same.
I say this because people reporting of trying to get the FF legendaries reported getting nothing but consumables many many times over once they'd gotten all of the FF customization stickers. I lucked into all the regular legendaries even though I have thousands of regular stickers I haven't gotten yet.
A few people have opined that they increased their chances by buying lots of 15K packs to get the regular stickers, but i don't think it's true. The tiny chance of a legendary sticker remains tiny no matter what stickers you already have.
