I heard the best pack for character stickers was the 35k one. The more items you collect the less there will be to left open (except for potted plants and weeds), so eventually you would have to get to it. It could take a looooooong time though, you never know because it's random. Remember to check Rux every time he comes by too!
I got this one out of the 15K packs, both parts.
I bought 1st piece from Rux (1 million coins) then 2nd piece from Birthday pack 2 weeks ago.
The birthday pack were so awesome. I got 2nd piece of Toxic Brainz as well and 7 legendary hats !!!
