1) I have yet to have this resolve after restarting the console.
2) ADRENALINE B0MB on Xbox One
3) The character that won't unlock is the Peashooter I am currently level 12 and I still have not unlocked the any variants for the peashooter except for the fire type which i got a long time ago
4) I was just playing normal multiplayer I think it was Classic Team Vanquish

Are you asking about character variants or ablities? This thread is about a bug that's been fixed where character skills were not unlocking properly.
To unlock new character variants you need to open sticker packs and collect all the stickers for that character variant.
I am under the impression you unlock a variant at level 10 for each class and I did not unlock one for the pea shooter when I reached that level is that incorrect?

After each level up from character levels 4-10 you'll get character packs. In these character packs are character stickers that you'll unlock from only progression and you'll only have all the pieces at level 10.
