It's clearly not cheating.
Cheating? Obviously not as it's how it's designed, but I'm sure that's not the real question.
Unbalanced? Unfair? Overpowered? Yes to all of these.
It's not that playing zombies during trick is the issue, as you noted there are cards just for that, but that's just the issue. Those cards are designed for that where as the others are not. Besides that's it's a cost one effect that ALSO draws a card, it allows for the very annoying tactic of the Valkyrie. There should not be a way to get a 20/6 on the board with no way to react to it for the low cost of 6 brains (TP+Valk+L4L)...
I'd say the main issue with the card is not really what it does but how cheap it is to do it. Teleport should have it's cost increased or limit what can be teleported, such as POW<5 Zombies
