To pad out the game to a unnecessary degree to keep people playing which in term disappoints the community and make people not happy or want to grind for such things. There's quite a few things with this update that the devs didn't really think through at all and that is one of them.
Yes but if they did everything like 100% chance for keys ,taunts in packs, etc. every1 will do the trials and get the taunts in 2 weeks.By doing so the two new mods will be dead in a month and there will be no point at all to do the mistery portal. And ofc again the community will start crying that the new content wasn't enough.

Keys are chanced. some people will be done with they trails of gnomus in 12 days while others would need to wait 20 days to complete it, If taunts are in packs they should at least make it expensive. There is plenty of other items to collect like bling abilities from the mystery portal.
