Legendary character pieces never dropping!
I get they're supposed to be hard to get but come on man. I'm rank 1565, I've spent 17 million in the sticker shop, I have 5,000 of the customizations and I have never gotten a legendary character pie...

I completely understand the problem as I have friends who receives near to no legendary items (even gear) though I somehow receive a legendary item frequently (around each 5 to 6 packs). From what I heard, these are exclusive to "35,000 coin sticker packs" (after the patch I think) and it seems that rarity decreased from my sources. However, I can not confirm this as I do not have access to the game data. 😳
There is a large base of players whom experience excellent luck such as I though many unfortunate such as yourself with near to nothing. However, there is also a very large (usually unspoken) majority of the base whom receive somewhere in-between out two quantities of legendary stickers.
My solution is to constantly purchase 35,000 coin packs to obtain legendary stickers and pick the correct pack depending on your desired unlockable (such as Fertilizer Fun Pack if you want to unlock characters such as Disco Chomper). Pick the Wondrous Pack if you want legendary stickers overall when you do not really mind. There is a low chance to obtain a legendary (seems ever lower for a character piece as most of the legendary items are gear) though there are many different methods to obtain coins (try not to grind, it will only lead to more frustration).
When possible, a regular "Turf Takeover" game can yield roughly 14,000 to 20,000 coins and over when contributing the team. I usually get most of my funds from "Mixed Mode" which presents a great variety of styles. Simply enjoying the game would definitely help you unlock your desired unlockable(s) eventually.
Overall, stick to 35k priced packs and try not to grind (appreciate the game modes to keep motivation). Good luck!

I only recommend buying the fertilizer fun pack not the zombie pack. Buy the 35k pack for both of them because when I bought about 30 zombie packs i never got any legendary items but the fertilizer fun pack like every 10 packs I got a legendary.
- I'll stop buying the plant and zombie 35k packs and stick to the wondrous pack of greatness. I'll let you guys know if my luck changes.

I have all party legendary characters.

Every side mission completed.
Over 300 hrs of game time.
The other day, after the new update I finally got a legendary hat for cactus. Was my first legendary item since the first update. It took my almost 10 million coins to get one legendary hat that I'll never use.
@EA_Andy something should be done about this RNG. I've spent so much time playing this game. I've been trying to get the computer scientist and toxic brainz for ever. Been a loyal player since early days of gw1. Was rank 313 way before the announcement of gw2. Pretty order the deluxe edition before the beta was even out. I hate to investing my time and money into this without being able to unlock characters that other people have got from far less effort. That makes no sense to me at all. Someone at rank 700 with 10 million coins spent shouldn't have all 4 legendary characters unlocked before someone at rank 2100 even has one legendary character piece.
