I just tested this out on PC, and it looks like the Reactions only happen when you vanquish Heroes, not normal Plants/Zombies.
It only happens when you vanquish AI or PVP enemies that are Peashooter, Corn, Scientist, Super Brainz, etc.
Try this out, and let me know if it works for you.

My mistake that I forgot to mention that I know when the hats will react (by vanquishing a hero/player). I mostly play PvP so I've been having this issue. It happens a lot when I earn multiple vanquishes in a short time. The hats still react but there's no sound ☹️. The Sunflower, Foot Soldier and Kernel Corn's prize map hats are the problems for me at the moment.

Thanks for clarifying which Platform you're playing on.
Unfortunately I don't have PS4 at the moment, so I can't try these out on there.
However, you can try restoring the game licenses in your PS4 settings, and doing a hard reset on your Console.
Select Settings > Account Management > Restore Licenses, then fully turn off your Console for about 30 seconds or so and turn it back on.

Hey @iluminatethesky I tried everything you mentioned but the problem is still there for me. I just unlocked a legend hat for All Star and about 20% the hat reacts without the sound. The % for the characters I mentioned in the above posts is 60%
