Glad you asked--I had the same problem until I saw a bunch of hacked people at the same level which is 153. There was a mix of hacked & legit people at 153. The reason on how I know this is because I played the game for like 4-6 hours a day ever since the game came out and there is some people that I see leveling their way to 153, but there are others that I haven't seen and reach level 153. Some of the hackers gamertags have weird names such as HAHAHAAMGOD or 18347149482D2 and have very little gamerscores (AM not 100% sure that's their correct name but it's almost just like that).

Anyway, so yea the max level is 153 and you can level each character to level 20. It sounds weird and you might even ask "won't that equal 160," but once you level all characters to level 20, then your max level will barely have gone up to level 153.
