Most of what you mentioned were intentionally designed to prevent Super Brainz from being OP. It is not a bug, but part of the game's mechanics. The character itself is very well rounded and can be OP due to being able to use two types of attacks as way to vanquish an enemy. I feel a nerf is due to Spinning fists's length of time.
Deadbeards parrot won't deploy unless exposed
It is a bug and it's not a bug, you can deploy your parrot behind cover. And the parrot's eggsplosion attack's timer needs to be extended or the Garlic Drone needs to be buffed. As of now, the parrot is way better than the Garlic Drone in almost every way. However, I have noticed that deploying a parrot or a drone will not function at times.

All characters have the same speed values, except for the scientist and the sun flower.

Impkata misses up close at point blank and does less damage then basic attack, plus you can't jump while doing it so basically your a free kill
Impakta was nerfed due to being overpowered during beta. If you use the anti gravity grenade, you will miss. Impakta makes the imp go into an animation the attack intended to make you vulnerable but at the same time you're dealing damage. No changes need to be made.
Imp is unusable in ops, if he dies he's revived to half health then immediately insta-killed by any character
Use a different character.
Out of bounce timer increased to 5 seconds, it's hard to turn around In 3 seconds without knowing the boundary before hand
Prevents players from going too far into enemy territory.
