With an exception, I think it's a very bad idea in competitive. That'd be another reason for max ranks to group up and tear up other teams.
The exception to that would be in tournaments or in fact, balanced lobbies of max ranks.
When it comes to cooperative, I think it's a very good idea. That might be a good way for max ranks to group up and goof around in garden ops or the like without upsetting a lobby.

I had mentioned in the past that something to replace XP at max rank would be a good thing. Even if on a bad rate of exchange, say 1 coin per 10 XP or something of that nature would be better than what we have now; i.e. nothing.
We won't get such a change in GW2, at least it's extremely unlikely, but the new game can address this in different ways. One way is to remove the levels completely and just let us always gain something for playing or keep levels but have no cap and give us coins or some other reward for leveling, maybe free packs or bursts of coins (like when you reach level 10 on a character in GW2 and gain 10k coins for visiting their bobble head in the backyard) or something else.
I disliked the leveling in GW1 but you got coins for things instead of XP so you always got rewarded for participation.
