There are many ways to kill a Briar Rose, you are just not seeing them.
If you are using a Dancing deck, for example, you can add some Final Missions and sacrifice a 1/1 to kill the Rose.
If you don't have that card a simple Locust Swarm or Cakesplosion deals with the problem.
Worst case scenario you would be spending 5 cost card to kill their 4 cost card.
(Same thing for Heartichoke since their stats are the same).
you cant just say "XD XD IT DIES TO CAKESPLOSION AND FINAL MISSION, PERFECTLY BALANCED!"
briar rose's board impact is so sudden, and it's at the cost of 4 with 3/4 stats.
and the problem isnt their stats, its their ability. healing cards may be harder to come by, but a lot of people had them, and placing cards like * rocket science behind super - rare because it's good removal is * *.
healing cards don't have to wait a turn to take effect, once the healing goes off, all * goes off with heartichoke.
and the problem is that you gain too much from the healing, you're actively healing yourself, putting yourself back in the game and hurting the other hero and putting them lower because "they played into heartichoke"?
do you think people want to fight that *?
and the entire point of making briar rose 4/3 is so that you don't just play it with no skill or strategy behind it, because it's weak. briar rose as of now is extremely powerful.
you cant just say everything is balanced because you can have a removal card, that makes no * sense.
that's like saying a 3 drop 9/9 is balanced because i can just locust it, or rocket science it.
* hell, no wonder why the game is like this, they're reading from the shitter of players, this place. if you think any card is balanced because i can use removal, then you're dead * wrong because not everyone has the specific removal in the specific situation, you don't balance cards because the removal exists. and please note briar was super-rare so quite a few people might have briar, and also:
have you ever thought you could fight more than 1 briar rose in a game??

What I am trying to say is that decks that depend mostly on a single card should have at least that card in a "safe" spot. (And yes, I wrote safe between quotes because I insist that you can still kill it pretty easily).
Have you ever tried to play a full flower deck without Briar Rose?
It is terrible. Terrible I tell you.
Same thing with sport decks and Team Mascot.
I think that 90% of the success of sport decks come from Team Mascot because their stats on their own are pretty weak and even that Zombie Coach can make them invulnerable for a turn, a 2/2 or 2/3 is not that big of a deal.
No matter your deck, you should always include removal for those pesky plants that you can't deal easily with.
The fact that you can't kill it doesn't mean that others can't as well, even if there are 4 Briar Rose in the deck.
I, for example, really hate Dandy Lion King. I think it's effect is just dumb. (Specially for me that I love control and defensive decks, and I usually stay at 20-15 health for most of the match).
But that doesn't mean I believe the card needs a nerf. It's effect in pretty nuts when your opponent plays it on turn 6, but pretty weak let's say... on turn 12 when you have 8 health remaining.
I am a main zombie player since the beginning of the game. I've won and lost against Briar Rose, as I have against other nasty legendaries like Dark Matter Dragonfruit, and I can tell you that the card doesn't need any changes. The card is fine as it is.
