New cactus ability to better handle close range situations

currently many classic abilities from GW1 are meaningless in GW2 they changed the game yet just carried over GW1 abilities that are irrelevant. some abilities need to go and make room for new abilit...

cactus are ranged classes, they dont need new abilites to be close up fighters, just leave it alone already

    My car is 3 years newer than yours and does 150mph whereas yours does 120... Is it reasonable to expect the same performance from two completely different cars?
