What you are experiencing is the built-in uncertainty of using a Random Number Generator to award Rare, Super-Rare and Legendary items.

A chance of receiving a character piece is just that- a chance and not a guarantee.In addition that chance become smaller with the rarity of the character in question; Legendary characters can be notoriously difficult to acquire.

With the way that RNG systems work some players can quickly be awarded character pieces while other players can spend millions in PvZ Coins and still come up empty. It's not a buggy system, it's just unfortunately the way these sorts of random award systems work- how much you spend or how many times you haven't received something has no effect on the content of the next Sticker Pack that you open.

it just depends on how much you have already collected in the new packs the more you obtain the higher the chances to force it out. im only waiting on 3 pieces one for rose and 2 for dead beard. just keep playing TT easy way to collect 50k

You're confusing a possibility to receive a character piece for a guarantee of a character piece.

Unfortunately the sort of random generator which they use to determine the content of Sticker Packs offers no guarantees at all and the amount of PvZ coins which you have spent or the number of times you have not, or have, received a character piece has no effect whatsoever on the content of the next Sticker Pack that you open.

The higher the rarity of the character for which you're trying to obtain pieces the lower the likelihood that you'll get a piece to it. The completely random nature of it means that some people will get the character pieces relatively quickly while other players will spend millions and millions of coins and still come up empty.
