I have noticed this also and have posted about it in past threads. But I will gladly say it again! This is of course isn't unique to this game-- it also happened on PvZ1. Many of times I have been in or witnessed other players in a garden, well before time has ran out, and overtime not continue, despite players still being alive. I have often thought that if the defending team outnumbers the invaders that it would stop the timer and end the game. However, I have witnessed this not being the case also! To my amazement, I have seen a single invader survive the onslaught of multiple defenders for many seconds, with the overtime meter still active. Active long enough for us to run in and win the garden! So yes, I agree that this does need to be fixed!
I think in GW1 you had to completely clear out the base of the opposing team to either take the base, or end the game. In GW2 it seems to be decided by the number of players. 2:1 or greater on either side will decide the outcome during overtime. From what I can tell anyway.
