PC lobbies for PVZ Battle for Neighborville are empty

I can't play PVZ Battle for Neighborville for PC, I literally can't play because the lobbies are empty. I can't get coins, prize bulbs or rainbow stars because the lobbies are empty. Only mode i can ...

You can test this by leaving a lobby that isn’t full and switching regions and rejoining the same mode quickly. You’ll notice the same people in the lobby that were in “different” regions.

I’ve noticed this with GW2 on PS4, too.  Seems like I saw this in BfN with TV but can’t be sure/don’t remember.
