Some players have reported various steps working. I thought I would update this with the steps that have resolved this error!
The idea is to delete all files related to the game from the PC so the download provides a fresh install with no older files in the registry or documents.
Delete EA License Files:
- Make sure the EA app is closed.
- Press the Windows key and "R" at the same time
- Type or copy and paste "%ProgramData%\Electronic Arts\EA Services" (without the quotes) into the new Window > ENTER
- Enable View Hidden Files and Folders
- Delete all files in the "License" folder
Please clear your temp files:
- Press the Windows key and "R" at the same time
- Into the new window, type or copy & paste: "%temp%" (Without the quotes.) > hit "ENTER"
- Your Windows Explorer should have brought you to the "C:\Users\>your user name<\AppData\Local\Temp" folder. > Delete all files and folders in it.
- (If some files or folders can't be deleted, reboot and try again.)
Thanks to @Sparkster90, The following steps have worked:
1. Uninstalled the game.
2. I installed it again, changing the language to English. It works !!!
3. I uninstalled it again and changed the language to French, and IT WORKS !!
The last step is to rename the license folder itself. It does not have to have a specific name.

This worked for me. I deleted the license files and my Windows temporary files.
