It makes me happy to see others noticing this problem. I've actually gone on strike and haven't been playing because Citron is too weak and it's not fun getting annihilated when you play as him.
Citrine problem I think is he's all head a rolling critical hit. He definitely feels less tanky then allstar and brains but his mobility is better. The idea with him I think is to stay mobile in mid range and provide cover fire. Really don't think he's a front line tank.
