Have you tried contacting EA about it?
If Origin in Game is enabled... payment method is valid (i.e. a method you've used before, like paypal or CC or whatever else there is)... and your not using a VPN to a different country or something crazy like that. I don't have any more ideas; especially if purchasing other things on origin works.
Please let us know if EA has any advice on this.

You should probably be able to create a help ticket about it:
- Reboot your computer
- Ensure Origin Overlay is enabled
- Start up the game
- Ensure you're still unable to access the Origin overlay
- Exit the game
- On Origin Client select 'Help'
- Select 'Origin Error Reporter'
- Describe your issue in detail (include region)
I am assuming you have tried all the info in this post, and when you press the Shift + F1 keys, your Origin Overlay does not come up (even though it is selected properly in the Application Settings menu. Try this: I had this same issue but figured out what the problem was. When I checked the Origin in game overlay by going to Origin (top left corner), selecting application settings, and then going to the Origin In Game tab, the "Enable Origin in game" was properly checked, but the overlay was still not active in the game (when I pressed Shift + F1 keys). The proplem was this - go to My Games in Origin and then right click the Plants Versus Zombies Garden Warfare picture / icon - then select Game Properties. A window pops up - make sure that the "Disable Origin In Game for this game" is not checked. If it is checked, your overlay will not work no matter what you have selected in the other settings areas of Origin. Once this box is unchecked, your overlay will work and the "Purchase Coins" option will be displayed in the Sticker Shop. Hope this helps.
