Can you try repairing the "Picnic" file in the EasyAntiCheat Folder?
Make sure you're fully closed out of Origin, including Task manager.
Go to where you have Battle for Neighborville installed, open the Easy Anti Cheat Folder, and you should see a "EasyAntiCheat_setup.exe" file there.
Open that, select "Picnic" from the drop down menu, and click Repair.
Then, run Origin and Battle for Neighborville as Administrator, and let us know if you're able to launch the game.

- 6 years ago@iluminatethesky thanks, tried it, but still didn't work after many other methods. another person's post, however, gave me successful results--just force opening and closing origin and pvz as admin with task manager 5~6 times until white pop-cap screen comes on in full screen mode. basically, just forced it. am currently in game now and playing. not sure how though.

Did you try creating a new Temporary Windows User Account as well, and trying to launch the game under that Account?
I don't think force closing/opening the game is a good solution, there should be something else that can resolve this.
